Global Health Diplomacy to Combat Communicable Diseases and to Promote Universal Health Coverage in Achieving the Sustainable Development Goal 3

Abstract The aspiration of the Goal 3 Sustainable Development Goals (SDGs) to “ensure healthy lives and promote well-being for all at ages” is derived from both “right health” norm in field international human rights “health (HFA)” goal development. principle “Leave no one behind” achieving SDGs logically endorsed by right health HFA. First, communicable diseases have become perceived as a threat “human security” global health, Japan started use concept diplomacy elevate level dialogues. Nevertheless, Ebola Virus Diseaseand COVID-19, not anticipated when were adopted, now urge us re-visit needs reform governance. Second, universal coverage (UHC), partnership has been strengthened. In 2019, G20 Summit, played an important role promoting UHC among twenty members. This led expanded commitment made UN High-Level Meeting on same year. It shows that agenda diplomacy.
